The 'government' responded by clearing out all of the buildings except a Victorian-style boarding house, which it refurbished. In my case, I took the back-story of Appaloosa Plains - that the sleepy ranching town was in decline - except instead of nouveau riche coming in and causing a conflict between old and new, the town deteriorated and was essentially abandoned.
